WATER-POLO REGULATIONS

  1. Organization

a.      The Water-polo Committee of the 20th Maccabiah will be responsible for the Water-polo competitions of the 20th Maccabiah.

b.      The Water-polo competition will be conducted according to the rules of the International Swimming Federation (F.I.N.A.).

c.      Participation in the competitions is open to any athlete who is in possession of a Participant Card, issued by the Organizing Committee of the 20th Maccabiah, and is registered for the Water-Polo competitions.

d.      Each country may enter one team for the Water-polo Open competitions male and female and one team for junior's boys and girls (1999-2002). 

e.      Each team may consist of a maximum of 13 players.

  1. Venues and times

a.      The Sport department of the 20th Maccabiah will determine the venues and times of the Water-polo competition and teams will be notified accordingly.

b.      All the Water-polo competitions will be held in swimming pools measuring 50 meters that will be decided upon by the Water-polo Committee.

  1. Game ball

a.      The games will be played with the official ball of FINA.

b.      The Water-polo Committee is authorized to change the brand name of balls, if necessary, and these decisions will be final.

  1. System of competition

SYSTEM A: with the participation of up to 7 teams;

a.      The competition will be played on a league basis of a round robin. Except for system with 3 teams that will play double round robin.

b.      The winner of each game will be awarded two points, the loser none. In the event of a draw each team will be awarded one point.

c.       In the event of a team not arriving for the game, the team that is present will be awarded two points; the non-appearing team, none, and the goal difference will be 5:0.

d.      The first two teams in the league will compete for the title: "20th Maccabiah Champion".

e.      The teams in places 3 and 4 in the league will compete for the third place.

f.       The rest of the teams will be placed according to their league order.

g.      In the event of two teams, or more, achieving the same number of points, the goal difference in the league table will be determined. The team with the higher goal difference will take the higher place.

h.      In the event of two teams achieving the same number of points, and the same goal difference, the winner of the game between them will take the higher place.

i.        In the event that equality still persists, the higher place will go to the team with the higher number of wins.

j.       In the event that equality still persists, the higher place will go to the team scoring more goals than the others.

k.      If equality still persists, placing will be determined by a draw.

SYSTEM B: with the participation of 8-12 teams;

a.      The teams will be divided into 2 groups by a draw.

b.      The games in the groups will be played as described in SYSTEM A.

c.       The Semi-final games will be played on the Cross system, i.e., the team placed first in Group A will play against the team placed second in Group B and the team placed second in Group A will play against the team placed first in Group B.

d.      The two winning teams in the Semi-finals will play in the Final game for 1st and 2nd places, and the two losing teams in the Semi-finals will play for 3rd and 4th places.

e.      The remaining teams will play on the Cross system, i.e., the team placed 3rd in Group A will play against the team placed 4th in Group B and the team placed 4th in Group A will play against the team placed 3rd in Group B.

f.       The two winning teams will play for places 5 – 6 and the two losing teams will play for places 7 – 8.

  1. Definition

a.      In the event that the final placement games are not determined within the official time, they will be extended for another 2x3 minutes, following an intermission of 5 minutes.

b.      If at the end of 2 periods of extra time the score is still equal there shall be a penalty shoot out to determine the winner.

REMARK: Should a team cease to play in the competition, or be suspended before the competition is completed, all scoring of that team will be cancelled and made invalid.

  1. Referees

The Water-polo Committee will select a Referees’ Committee, which in turn will appoint the Referees of the competition.

  1. General

a.      These regulations are but one part of the complete 20th Maccabiah regulations, and must be read along with the instructions found in “Basic Regulations and Disciplinary Procedures”.

b.      In the event of a discrepancy between the regulations written here and those appearing in the “Basic Regulations”, the regulations written here will apply and be binding.
