NETBALL REGULATIONS

  1. Organization

a.      The Netball Committee of the 20th Maccabiah will be responsible for the Netball competition/s of the 20th Maccabiah

b.      The Netball competition/s shall be subject to the International Netball Rules and Regulations. Participation in the competition is open to any athlete who is in possession of a Participant card, issued by the Organizing Committee of the 20th Maccabiah and registered for the Netball competition/s.

c.       Each country may enter one team only for the following Netball competitions:

1)   Open Females

2)   35+ Masters Females

3)   Junior Girls (1999-2002)

d.      Each team may consist of 12 certified players (7+ 5 reserves).

  1. Venues and times

a.      The Sport Department of the 20th Maccabiah will determine the venues and times of the Netball competitions and teams will be notified accordingly. Ideally the court size, gaol posts, surface and dimensions should comply with International Rules.

b.      The Sport Department of the 20th Maccabiah is authorized to change the venues and times of the competitions. These decisions will be final.

  1. Game ball

The games will be played with ball No. 5, between 690-710 mm in circumference, and the weight between 400-450 grams. The ball may be of leather or rubber.

  1. System of competition

SYSTEM A: With the participation of up to 4 teams:

a.          The competitions will be played on a league basis of a double round robin.

b.          The winner of each game will be awarded two points, the loser no points, and in case of a draw, each team will be awarded one point.

c.          The team with the highest number of points will be placed first and the teams will follow accordingly to the number of points achieved by them.

d.          If two or more teams have an equal number of points, goal average shall be the deciding factor for positions.

e.          In the event that equality still persists, classification will be according to goal difference.

f.           In the event that equality still persists, classification will be made according to the proportion of goals scored by the above teams (credit amount of goals scored divided by debit amount of goals scored).

g.          In the event that equality still persists, classification will be decided by a draw.

h.          The first two teams in the league will compete for the title: “20th” Maccabiah Champion.

i.            The teams in places 3 and 4 in the league will compete for the third place as I h, above.

j.            The order of the games will be determined by a draw

a.      The competitions will be played on a league basis of a single round robin.

b.      The winner of each game will be awarded two points, the loser no points, and in case of a draw, each team will be awarded one point.

c.       The team with the highest number of points will be placed first and the teams will follow accordingly to the number of points achieved by them.

d.      If two or more teams have an equal number of points, goal average shall be the deciding factor for positions.

f.       In the event that equality still persists, classification will be made according to the proportion of goals scored by the above teams (credit amount of goals scored divided by debit amount of goals scored.)

i.        The teams in places 3 and 4 in the league will compete for the third place as in g. above.

j.       The rest of the teams will be placed accordingly to their league order.

k.      The order of the games will be determined by a draw.

REMARK: in the case of a draw at the placing games (quarter finals and finals) definition will be according to the international Netball Rules.

  1. Duration of the Games

a.      Each Open, Masters and juniors' game in the league will consist of 4 quarters of fifteen minutes each.

b.      Teams shall change ends each quarter.

c.       Breaks: 3 minutes Interval between the first and second and again between the third and fourth quarters.

d.      The half time interval shall be five (5) minutes.

e.      An interval may be extended by the umpires to deal with any emergency ( refer rule 3.4.1)

f.       Injury stoppages shall be up to 2 minutes for each team for their first stoppage per game. If subsequent injuries, or illness, the player must leave the court within 30 seconds.

g.      In the event of a tie in scores at the completion of a medal round game, then overtime will apply subject to International Rules.

  1. Bench & Court Access

a.      Is limited to the registered players, coaches, and medical personnel, only.

b.      In the event of injury, only medical personnel are permitted on the court. No other team member from the bench is permitted on court.

  1. Substitutions

Substitutions may be made only during an Interval, i.e. quarter time, half time or three quarter time. Exceptions to this Rule apply where:

a.      The Umpire invokes the Blood Rule

b.      a player is injured or ill

c.       During a stoppage for injury or illness both teams may make substitutions and or team changes if desired. However, in this case the injured or ill player for whom the play was stopped must be involved in that team's substitutions and or team changes.

d.      Due to discipline actions, the umpire orders a player from the game

  1. Referees

a.      The Netball Committee will select the Referees’ committee, which in turn will appoint the umpires of competitions, subject to the approval of the Sports Department.

b.      Each participating country should bring an umpire with its delegation.

c.       Each Game should have 2 Umpires, 2 Time keepers & 2 scorers.

  

  1. General

a.      These regulations are but one part of the complete 20th Maccabiah regulations, and must be read along with the instructions found in the “Maccabiah Basic Regulations” and “Disciplinary Procedures”.

b.      In the event of a discrepancy between the regulations written here and those appearing in the “Basic Regulations”, the regulations written here will apply and be binding.
