  1. Organization

a.      The Baseball Committee of the 20th Maccabiah will be responsible for the Baseball competitions of the 20th Maccabiah.

b.      The Baseball competitions will be conducted according to the Official Baseball Rules as published by Major Leagu e Baseball with certain modifications for the juniors' baseball competition of the 20th Maccabiah. The attached modifications, IBA Rule 15, are considered part of these regulations.

c.       Participation in the competition is open to any junior athlete who is in possession of a Participant Card, issued by the Organizing Committee of the 20th Maccabiah and is registered for the Baseball competitions.

d.      Each country may enter one team for the Baseball junior boys (1999-2002) competition.

e.      Each team may consist of no less than 12 players and no more than 22 players + up to 3 coaches including a manager.

f.       Only players, coaches, and other authorized tournament officials are allowed on the field or in the bench areas.

  1. Venues and times

The sport department of the 20th Maccabiah will determine the venues and times of the Baseball competitions and teams will be notified accordingly.

  1. Game ball and bats

a.      The official game ball for the competition will be “AD STARR 800”.

b.      All bats used in the competition must be wood or a wood like composite.

    1. Wood like composite bats must be BBCOR certified. The certification will be stamped on the bat:

c.       The Baseball Committee is authorized to change the brand name and type of ball if necessary, and these decisions will be final.

  1. System of competition

SYSTEM A: With the participation of 3 teams;

a.      The competitions will be played on a league basis of a double round robin.

b.      Teams will be ranked according to their victories.

c.       The teams ranked first and second following the round robin schedule will play a single game (“Final”) to determine the title of “20th Maccabiah Champion.”

d.      In the event of two teams tied, rank them as follows:

1)    Results of head-to-head competition. If that does not break the tie then:

2)    Run differential in head to head games between tied teams.  If that does not break the tie then:

3)    Fewest runs allowed throughout the entire round robin. If that does not break the tie then:

4)    Coin toss.

e.      In the event of three teams tied, rank them as follows:

5)    Run differential in all games.  This will produce the last place team.

6)    To decide between the two remaining teams go to 4d.

f.       For the purpose of implementing regulations 4d and 4e above, the score of a forfeited game that has not been played shall be considered seven to zero against the team that forfeits with no innings played.

If a game is forfeited during play one run will be credited to the winning team for each inning (half inning of offense left to the other team) remaining up to 7 innings and the forfeiting team will have accrued the total amount of runs as runs given up.

Example: Team A is home team and team B forfeits and cannot take the field in the bottom of the 5th inning. The score is 5 to 3 in favor of team A. Team A gets the win point and the score will be 8 to 3; team A receiving one run for innings 5, 6, and 7.

  1. Home team

a.      During the round robin stage, home team will be determined by the schedule. Each team will be home team once and away team once against any other team.

b.      The home team in the Final will be the higher placed team from the round robin stage.

  1. Completion of Games

a.      A regulation game is 7 innings, unless extended because of a tie score, or shortened (1) because the home team needs none of its half of the seventh inning or only a fraction of it, or (2) because the umpire calls the game.

b.      If the score is tied after seven complete innings play shall continue until (1) the visiting team has scored more total runs than the home team at the end of a completed inning, or (2) the home team scores the winning run in an uncompleted inning.  Extra innings are governed by rule 7 below.

c.       If there is a 12 run difference after five completed innings in favor of the visiting team, or after four and a half innings or four and a fraction half- innings in favor of the home team when the visiting team has completed five half-innings, then the game shall be called.

d.      Games may be "called" for reasons of security. In such cases rule 7.01 (c) & (d) of the Official Baseball Rules shall be in effect. However if it is called for security reasons while an inning is in progress and before the inning is completed, and the visiting team has scored one or more runs to take the lead, and the home team has not retaken the lead, It will be a suspended game.

e.      A suspended game shall be continued and the continued game shall be scheduled by the Baseball Committee and such scheduling decision is final.

f.       When a game is called before it becomes an official game, it will be called "No Game" and will be rescheduled in its entirety by the Baseball Committee and such scheduling will be final.

  1. Extra Inning Rule (based on International Competition Rules)

If the game remains tied after the completion of seven innings, the following procedures will be implemented during extra innings:

a.     Each team will begin the 8th inning (and any subsequent necessary extra innings) with a player on first and second, no outs.

b.     The line-up will continue from where it ended in the previous inning.

c.     The last batter in the previous inning will be a runner on second base and the next to last batter on first base.

d.     There is no change in the rules for substitutions.

For example, if a team ended the previous inning with the number 7 batter, they will start the extra inning with the number 8 batter at bat and with the number 7 batter as a runner on second base and the number 6 batter on first base.

  1. Lineup Cards

a.      Teams must provide a courtesy lineup to the Technical Committee 30 minutes prior to their scheduled game time.

b.      A team’s lineup is not official until it is submitted to the Umpire in Chief at the pre-game meeting at home plate.

c.       Lineup cards shall consist of an original and three duplicates.

1)    Copy for the Umpire.

2)    Copy for the other team.

3)    Copy for the official scorekeeper.

4)    Team copy.

  1. Officials

The Baseball Committee will select the Technical Committee, which will select and schedule the umpires, scorekeepers and any other necessary officials. A two-person officiating system will be used for all game.

  1. General

a.      These regulations are but one part of the complete 20th Maccabiah Regulations and must be read along with the instructions found in the "Basic Regulations and Disciplinary Procedures" provided by the Organizing Committee of the 20th Maccabiah.

b.      In the event of a discrepancy between the baseball regulations and those appearing in the "Basic Regulations and Disciplinary Procedures," the baseball regulations will have priority and be binding.
