FOOTBALL REGULATIONS

Organization

a. The Football Committee of the 20^th Ma ccabiah will be responsible for the Football competitions of the 20^th Maccabiah.

b. The Football competitions shall be subject to the Football Rules and Regulations of the F.I.F.A., and the English text will be binding.

c. Participation in the competition is open to any athlete who is in possession of a Participant Card, issued by the Organizing Committee of the 20^th Maccabiah and is registered for the Football competitions.

d. Each team must bring two sets of game shirts in different colors to each game.

Teams

a. Each country may enter one team only for each Football category:

Open (Male/Female)

Youth (1999-2000) boys

Junior (1999-2002) girls

Junior (2001-2002) boys

Masters 35+ (Male)

Masters 45+ (Male)

b. Each Open team may register up to 22 players. Prior to each game, a list containing the names of all eligible players, and which designates the starting 11 players, shall be submitted to the appropriate official. Any player on a team's roster, subject to game eligibility (i.e., discipline sanction, red card, etc.), may play in each game and sit on the team bench. A maximum of 6 substitutions during the game will be permitted. In addition to eligible players, a maximum of three (3) registered coaches for the participating team in the game and a maximum of two medical personnel are allowed to sit on the bench during the game.

c. Each team in the Masters division, including both 35+ and 45+ age categories, may register a maximum of 22 players. All players on a team's roster, subject to game eligibility (i.e., discipline sanction, red card, etc.), may play in each game. Unlimited Rolling substitution of players during each entire game is permitted. In addition to eligible players, a maximum of three (3) registered coaches for the participating team in the game and a maximum of two medical personnel are allowed to sit on the bench during the game.

d. Each juniors and Youth team may register up to 22 players. Prior to each game, a list containing the names of all eligible players, and which designates the starting 11 players, shall be submitted to the appropriate official. Any player on a team's roster, subject to game eligibility (i.e., discipline sanction, red card, etc.), may play in each game and sit on the team bench. Unlimited Rolling substitution of players during each entire game is permitted. Venues and kick-off times

a. The Sport department of the 20^th Maccabiah will determine the venues and kick-off times of the Football competitions and teams will be notified accordingly.

b. The Sports Department is authorized to change the venues and kick-off times of the competitions. These decisions will be final.

4. Game ball

a. Balls must comply with the IFAB rules of the Game and must bear one of the following: FIFA Quality PRO, FIFA Quality, IMS – INTERNATIONAL MATCH STANDARD.

b. The Sports Department is authorized to change the brand name of balls, if necessary, teams will be informed accordingly and these decisions will be final.

Discipline

Players sent from the field of play will automatically be suspended as follows:

a. Serious foul play – the next game.

b. Violent conduct – the next 2 games.

c. Spitting at an opponent or any other person - the next 2 games.

d. Denying the opposition a goal scoring opportunity by deliberately handling the ball – the next game.

e. Denying an obvious goal scoring opportunity to an opponent moving towards the player's goal by an offence punishable by a free kick or a penalty kick – the next game.

f. Using offensive or insulting or abusive language and/or gestures – the next 2 games.

g. Receiving a second caution in the same match – the next game.

h. A player who is reported by the referee for misconduct after the match - the next 2 games.

A player who has been sent off must leave the vicinity of the field of play and the technical area.

System of competition

· Following the group stage competitions the ranking of teams will only be done for teams finishing 1-8.

SYSTEM A: With the participation of up to 5 teams;

a. The competitions will be played on a league basis of a single round robin. The winner of each game will be awarded three points, the loser no points and in case of a draw, each team will be awarded one point.

b. Ranking shall be determined as follows:

1) Greater number of points obtained;

2) Goal difference in all matches;

3) Greater number of goals scored in all matches;

c. If two or more teams are equal on the basis of the above three criteria, their place shall be determined as follows:

1) Greater number of points obtained in the matches between the team concerned;

2) Goal difference resulting from the matches between the teams concerned;

3) Greater number of goals scored in the matches between the teams concerned;

4) Drawing of lots by the Sports Department.

5) The semi-final games will be played on the Cross system, i.e., the team placed 1^st plays against the team placed 4^th and the team placed 2^nd will play against the team placed 3^rd.

6) The two winning teams in the Semi-Finals will play in the Final game for 1^st and 2^nd places, and the two losing teams in the semi-finals will play for 3^rd and 4^th places

7) The rest of the teams will be placed according to their league order.

SYSTEM B: With the participation of 6 or 7 teams;

a. The competitions will be played on a league basis of a single round robin.

b. Teams will be ranked in their groups according to their achievements, as described in SYSTEM A.

c. Drawing of lots by the Sports Department.

d. The first two teams in the league will compete for the title: "20^th Maccabiah Champion".

e. The teams placed 3^rd and 4^th in the league will compete for the bronze medal.

f. The rest of the teams will be placed according to their league order.

SYSTEM C: With the participation of 8-12 teams;

a. Teams will be divided into 2 groups: The first team in the 19^th Maccabiah will head group A. The second team in the 19^th Maccabiah will head group B.

The teams placed third and fourth in the 19^th Maccabiah will be drawn for second place in the groups. All the other teams will be placed in the groups by a draw.

REMARK: If any of the top four (4)* seeded teams (according to standings at the 19^th Maccabiah) do not participate in the relevant competition at the 20^th Maccabiah, then the vacancy or vacancies will be filled first by moving up the participating seeded teams and then the remaining vacancies of the top four seeded placements will be filled, in order, in accordance with the final standings at the 19^th Maccabiah up to 8^th place. Should there still be any vacancies the places will be filled by a draw among the remaining teams in the competition. Both the Junior and Youth competitions will use seeding in accordance with the final standings of the junior competition at the 19^th Maccabiah.

b. The competitions will be played on a league basis of a single round robin

c. In the event that after the draw, one or more teams will not appear and a situation arises whereby a group is short of two teams, the team drawn last will be moved from one group to another.

d. Teams will be ranked in their groups according to their achievements, as described in SYSTEM A.

e. The semi-final games will be played on the Cross system, i.e., the team placed 1^st in Group A will play against the team placed 2^nd in Group B and the team placed 2^nd in Group A will play against the team placed 1^st in Group B.

f. The two winning teams in the Semi-Finals will play in the Final game for 1^st and 2^nd places, and the two losing teams in the semi-finals will play for 3^rd and 4^th places.

g. Teams placed 3^rd and 4^th in each group will play the same system for places 5-8.

SYSTEM D: With the participation of 13-14 teams

a. The teams will be divided into 2 groups: The first team in the 19^th Maccabiah will head group A. The second team in the 19^th Maccabiah will head group B.

b. The teams placed third and fourth in the 19^th Maccabiah will be drawn for second place in the groups. All the other teams will be placed in the groups by a draw.

c. In the event that after the draw, one or more teams will not appear and a situation arises whereby a group is short of two teams, the team drawn last will be moved from one group to another.

d. The competitions will be played on a league basis of a single round robin

e. Teams will be ranked in their groups according to their achievements, as described in SYSTEM A

f. The first team in each group the league will compete for the title: "20^th Maccabiah Champion".

g. The teams in 2^nd place in each group will compete for the third place.

h. The teams in 3^rd place in each group will compete for the fifth place.

i. The teams in 4^th place in each group will compete for the seventh place.

SYSTEM E: With the participation of 15 teams;

a. The teams will be divided into 3 groups. Groups A, B and C will consist in 5 teams.

b. Group A will be headed by the first in the 19^th Maccabiah, and will include also the team placed 6^th in the 19^th Maccabiah.

c. Group B will be headed by the second in the 19^th Maccabiah, and will include also the team placed 5^th in the 19^th Maccabiah.

d. Group C will be headed by the third in the 19^th Maccabiah, and will include also the team placed 4^th in the 19^th Maccabiah.

e. The rest of the teams will be seeded in the groups by a draw.

REMARK: If any of the top six (6)* seeded teams (according to standings at the 19^th Maccabiah) do not participate in the relevant competition at the 20^th Maccabiah, then the vacancy or vacancies will be filled first by moving up the participating seeded teams and then the remaining vacancies of the top six seeded placements will be filled, in order, in accordance with the final standings at the 19^th Maccabiah up to 8^th place. Should there still be any vacancies the places will be filled by a draw among the remaining teams in the competition. Both the Junior and Youth competitions will use seeding in accordance with the final standings of the junior competition at the 19^th Maccabiah.

f. The first round will be a single round robin system and the teams will be placed accordingly in each group as described in SYSTEM A.

g. The Quarter-finals will include 8 teams as follows:

1) Teams placed first and second of each of the 3 groups, plus the two best 3^rd placed teams according to their record as described in System A.

2) The Quarter Finals will be played on a knock-out system to be drawn as follows:-

The winners of Groups A (QF 1), B (QF 2), C (QF 3) and best runner-up (QF 4) according to System A (a + b), will each be drawn against the remaining 4 qualifying teams in such a way that they cannot be drawn against a team from the same group.

3) The procedure to be followed is as follows: The names of the 3 group winners plus the best runner up will be put in bowl #1 and the remainder in bowl #2. One team is drawn out of bowl #1 and the team(s) in bowl #2 from the same group will be removed and the drawn made. The names of the team(s) removed from bowl #2 will then be replaced and the procedure repeated until all 4 games are drawn.

i. In the Semi Finals teams will play as follow:

1) Winner Quarter-final 1 – Winner Quarter-final 3

2) Winner Quarter-final 2 – Winner Quarter-final 4

j. Games for places 1 to 4 will be held as follows:

1) Loser Semi-final 1 – Loser Semi-final 2 for places 3-4.

2) Winner Semi-final 1 – Winner Semi-final 2 in the Final game for places 1-2.

k. Parallel to the final or semifinal games, losers in the quarterfinals will play for places 5-8, as described in paragraph i. In the event that a team does not fulfill its play-off game, the game will be awarded to its opponent.

SYSTEM F: With the participation of 16 or more teams;

a. Teams will be divided into 4 groups with the 8 leading teams from the 19^th Maccabiah, heading the Groups as follows:

1) Group A: 1^st and 8^th from the 19^th Maccabiah.

2) Group B: 2^nd and 7^th from the 19^th Maccabiah.

3) Group C: 3^rd and 6^th from the 19^th Maccabiah.

4) Group D: 4^th and 5^th from the 19^th Maccabiah.

The rest of the teams will be seeded into the groups by a draw. In the event that there are vacancies due to the non-participation of any of the top 8 placed teams, the vacancy will be filled by moving up the existing seeded teams and any further vacancies will be filled by open draw.

REMARK: If any of the top eight (8)* seeded teams (according to standings at the 19^th Maccabiah) do not participate in the relevant competition at the 20^th Maccabiah, then the vacancy or vacancies will be filled by a draw among the remaining teams in the competition. Both the Junior and Youth competitions will use seeding in accordance with the final standings of the junior competition at the 19^th Maccabiah.

b. The competitions will be played on a league basis of a single round robin

c. The Quarter-finals will include 8 teams (the two first placed in the league) and will play in a Knock-out System as follows:

1) 1^st Group A – 2^nd Group C

2) 1^st Group B – 2^nd Group D

3) 1^st Group C – 2^nd Group A

4) 1^st Group D – 2^nd Group B

d. In the Semi-finals teams will play as follow:

1) Winner Quarter-final 1 – Winner Quarter-final 2

2) Winner Quarter-final 3 – Winner Quarter-final 4

e. Games for places 1 to 4 will be held as follows:

1) Loser Semi-final 1 – Loser Semi-final 2 for places 3-4.

2) Winner Semi-final 1 – Winner Semi-final 2 in the Final game for places 1-2.

f. Parallel to the final or semifinal games, losers in the quarterfinals will play for places 5-8, as described in paragraph d. In the event that a team does not fulfill its play-off game, the game will be awarded to its opponent.

g. Teams ranked 3^rd & 4^thwill play ranking games as follows:
1) 3^rd Group A – 3^rd Group B – Winner ranked 9, Loser ranked 10
2) 3^rd Group C – 3^rd Group D – Winner ranked 9, Loser ranked 10
3) 4^th Group A – 4^th Group B – Winner ranked 13, Loser ranked 14
4) 4^th Group C – 4^th Group D – Winner ranked 13, Loser ranked 14

Draw

The draw of the teams in the groups will be a public draw.

Duration of game

a. Each Open and Youth game will last 90 minutes – two periods of 45 minutes – with a break of 10 minutes.

b. Each Masters' game (+35) will last 80 minutes – two periods of 40 minutes – with a break of 10 minutes.

c. Juniors' (Boys and Girls) and Masters' game (+45) will last 70 minutes – two periods of 35 minutes – with a break of 10 minutes.

d. In the final stages (Quarter-finals, Semi-finals and Final), if after the 2 regular periods a game ends in a draw, extra time – 2 periods of 15 minutes each (10 minutes each for Juniors and Masters) – will be added. A break of 5 minutes will be given after the end of the 2 regular periods, but not between the two periods of the extra time.

e. If after the extra time the draw still exists, the winner of the game will be decided by a free-kick competition from the penalty mark. Each team will take five kicks alternately. The team to kick first will be decided by a draw.

f. If both teams scored the same number of goals after 5 kicks from the penalty mark each, the kicks from the penalty mark will continue until such a time that both teams have kicked the same number of kicks and one team scored a goal more than the other.

g. Only players who were on the field of play at the end of the extra time are allowed to take part in kicks from the penalty mark. A different player will take each kick. A player will be allowed to kick a second time only after all the players in his team, including the goal keeper, have taken their kicks.

Referees

The Sports Department will select a Referees’ Committee, which in turn will appoint the referees of the competition.

General

a. These regulations are but one part of the complete 20^th Maccabiah Regulations, and must be read along with the instructions found in "Basic Regulations and Disciplinary Procedures".

b. In the event of a discrepancy between the regulations written here and those appearing in the "Basic Regulations", the regulations written here will apply and be binding.
