HANDBALL REGULATIONS

- Organization
a. The Handball Committee of the 20th Maccabiah will be responsible for the Handball competitions of the 20th Maccabiah, subject to the approval of the Sport Department.
b. The Handball competitions will be conducted according to the rules of the International Handball Federation. (I.H.F.)
c. Participation in the competition is open to any athlete who is in possession of a Participant Card, issued by the Organizing Committee of the 20th Maccabiah, and is registered for the Handball competitions.
d. Each country may enter one team for the males' open competition, one team for females' competition and one team for the youth boys (1999-2000) competition.
e. Each team for the Handball competitions may consist of 16 players.
f. Each team must bring two sets of game shirts in different colors to each game.
- Venues and times
a. The sport department of the 20th Maccabiah will determine the venues and times of the Handball competitions and teams will be notified accordingly.
b. Each game will be played 60 minutes, 2 periods of 30 minutes each with a break of 10 minutes.
- Game ball
The games will be played with balls as specified in the International Rules and Regulations.
- System of competition
SYSTEM A: With the participation of 3 teams;
a. The competitions will be played on a league basis of a double round robin.
b. The winner of each game will be awarded two points, the loser no points, and in case of a draw, each team will be awarded one point. In the event of technical loss the result of the game will be 12-0.
c. If a game is stopped by the referee because of disciplinary foul and the goal difference at the time of stoppage is more than 12, the result of the game will be confirmed, if the Disciplinary Committee will convict the team for the foul causing the stoppage of the game.
d. In the event of two teams obtaining the same number of points, classification will be determined according to the goals difference (credit goals minus debit goals).
e. In the event that after the above mentioned, equality still exists between teams, the team scoring the higher number of credit goals will take the higher place.
f. If the number of credit goals is equal as well, the team having more wins will take the higher place.
g. If the number of wins is equal too, the placing will be decided by a draw.
h. The first two teams in the league will compete for the title: "20th Maccabiah Champion".
REMARK: In the case of a draw in the final stage of the games, definition will be according to the International Handball Rules.
SYSTEM B: With the participation of 4-7 teams;
a. The competitions will be played on a league basis of a single round robin.
b. Teams will be ranked in their groups according to their achievements, as described in System A.
c. The first two teams in the league will compete for the title: "20th Maccabiah Champion".
d. The teams in places 3 and 4 in the league will compete for the third place.
e. The rest of the teams will be placed according to their league order.
- Draw
The draw of the teams in the groups will be a public draw.
- Referees
The Sport Department together with the Handball Committee will select a Referees’ Committee, which in turn will appoint the referees of the competition.
- General
a. These regulations are but one part of the complete 20th Maccabiah Regulations, and must be read along with the instructions found in "Basic Regulations and Disciplinary Procedures".
b. In the event of a discrepancy between the regulations written here and those appearing in he "Basic Regulations", the regulations written here will apply and be binding.
